MP for Male’ Ibrahim Ismail (Ibra) has proposed to change the procedure on electing a president established under the current constitution.
The amendment submitted by Ibra last year proposes to strengthen the procedures used to elect to the president should the ongoing constitutional reform process cannot be completed on time.
Speaking to Miadhu Daily last night Ibra said under the current constitution electing a president involves members to submit names and addresses of the persons they see fit for the position of President; following the submission all names will be revealed and vote taken to elect a President. After which a public “yes” or “no” referendum is held. Ibra said even though the President elected by the Majlis still requires majority of the people in favor; it does not really make sense. Ibra further said saying yes or no is not really democratic.
“I have proposed to include some provisions to Majlis regulations, my proposal includes elaborating the Majlis sessions held to elect a President, the current constitution does not provide any details, I have proposed that as soon as the candidates nominated by the members are revealed, Majlis should summon all of the candidates ask each of them to address the Majlis for 30 minutes detailing his polices and his priorities should he be elected to the post. Following all of the addresses Members should be given the opportunity to question and clarify their doubts. Candidates will be required to answer the Members questions” said Ibra.
Ibra further said his amendment include airing the Majlis sittings live by TVM and Voice of Maldives.
“Under the current constitution the President is elected by the People’s Majlis, it does not mean that members have to elect the person who promises to give them a big resort or high position, Members are there to discharge their duties to the people, the members should know they are carrying out a job on behalf of the people, for these reasons I have proposed to include these provisions to Majlis regulations” Ibra explained.
Ibra also said that President Gayoom on his visits to the atolls tells the people that he has asked the Special Majlis to expedite completion of reform process. However what he says during his party meetings he is saying quite the opposite Ibra said.
