Divehi Rahyithuge Party (DRP) has sent a letter to the Speaker of the Special Majlis Qasim Ibrahim expressing the party’s dissatisfaction on draft of the Transitional Chapter compiled by the Drafting Committee of the Special Majlis.
Speaking to Miadhu Daily last Wednesday night Leader of the DRP Parliamentary Group Aneesa Ahmed said the object of sending the letter was to express the party’s dissatisfaction on draft of the transitional chapter. She said the chapter was drafted against the ruling of Speaker. Aneesa said even though Speaker Qasim has ruled that in drafting the chapter members views should be considered, Drafting Panel of the Drafting Committee without any consideration to the members views had finalized the draft.
“Majlis regulations stipulate that all drafts by the Drafting Committee should done according to the guidelines provided by the Majlis, however in this particular instance, Chair ruled that as only one party has proposed an amendment, i.e., an amendment of DRP, and as there was no other amendment proposed, without asking for vote on the amendment to continue the draft of the chapter in light of the views and opinions expressed by the Members during the debate time” Aneesa said.
MP for Meemu Atoll as well as Minister at the President’s Office Aneesa Ahmed said that the Chair was informed by DRP members that decision of Speaker Qasim was a violation of the Majlis regulations but the matter was not raised in the hope that Drafting Committee would consider the views expressed by DRP in the drafting of the Chapter on Transition.
“The draft forwarded to Drafting Committee by the Drafting Panel has not given any consideration to either the views of the party or the members” said Aneesa.
According to Aneesa at the sessions organized by the Chairman of the Drafting Committee to obtain views and opinions of MDP and DRP, both parties agreed to specific principles. However when the draft was completed it was not in line with the agreement said Aneesa.
“DRP from the very outset has been saying that there is no requirement for a transitional government, DRP will not support the idea of transitional government, we don’t even want to consider it, but this chapter is based on an transitional arrangement, it even provides for a transitional Majlis, DRP cannot support such a draft” Aneesa said.
She further said members of the drafting committee agree that the draft was completed without any dialogue with them.
Speaking at a news conference held at DRP Office to brief the media on the DRP’s stand on the draft Transitional Chapter MP for Addu Atoll Ibrahim Shareef (Mavota) said that the Drafting Committee’s Chariman Ibrahim Ismail had used the influence and powers of his position in drafting the chapter. He said the Drafting Panel consisted of members of Liberal Party (LP) party led Ibra.
However Ibra had rejected this and said the Panel members were members approved by the Majlis and as such had no connection to his party.
