Members have alleged that the ongoing considerations of the amendment to the Civil Service Act are a campaign exercise carried out by the government. Members made the allegations speaking at the Majlis session held yesterday morning.
Speaking at the plenary debate MP for Raa Atoll Shaheed Zaki made it clear that he will not support the proposed amendments to the civil service act. Shaheed Zaki argued that Public Enterprises and Police cannot be included as part of civil service.
In this regard MP for Laamu Atoll Moosa Manik said that there is no justification to amend the Civil Service Act and as such the amendment should be thrown out of the Majlis.
“Government does not know what to do with 65 year old people, this is a clear indication of government’s irresponsibility” said MP Moosa Manik.
MP for Raa Atoll Ali Waheed opposing the proposed amendments said the main reason why the government wants to amend Bill prior to it coming in to force was to discredit the representatives of the people.
Opposing the amendments proposed, MP for Male’ Ibrahim Ismail said the government’s proposal to grant additional 2 year period for the 65 year olds to retire was part of government’s campaign efforts.
In addition many other members also criticized the proposed amendments. They said that this was part of government’s campaign effort. They called criticized the government’s proposed amendment to exclude Atoll Chiefs and Island Chiefs from the Civil Service. The major point of criticisms was the proposal to amend the Bill before it became effective. Members said this was politically motivated and is aimed to discredit the members.
Supporting the amendments Legal Reform Minister Mohamed Nasheed said that there is difference between public servants and civil servants. He pointed out that Police Officers and Immigration Officers are not civil servants but public servants. He said the main reason why amendments were proposed was aimed to shape the Bill to reflect the democratic system as well as to reflect the characteristics of a unity government.
President’s Member Mohamed Saleem said that the people should not get a heart attacks due to the introduction of democracy and that democracy should be introduced with due consideration to time and status of the country.
“Due to the sudden change we do not want to see the people getting heart attacks, we should give time for the 65 year old s to retire” said Saleem.
Attorney General Azima Shukkor said as the Majlis has endorsed that there shall be a unity government all Bills should reflect that. She said that Civil Service Act was based on a parliamentary system and a federal system.
